Dubai Government Human Resources Department (DGHR) has launched the ‘Guide of Health, Occupational Safety and the Environment in the Government of Dubai’, in line with its commitment to establishing a safe and healthy work environment, which considers factors such as environmental sustainability, employee satisfaction, and functional well-being
The guide was prepared with the objective of creating a unified reference for the health, occupational safety and environment of all Dubai Government employees, cultivating a culture for effectively managing such risks. Additionally, it aims to encourage departments to establish a safe and healthy working environment that complies with the pertinent legislation, regulation and standards to guarantee that relevant risks are ready to be addressed or reduced. It will ensure the development of relevant key performance indicators (KPIs), which will be used to assess the impact of implementing health, occupational safety, and environmental policies, carrying out initiatives and programmes, enhancing institutional capacity building, as well as introducing a culture of health, occupational safety, and environmental risk management in the Department.
DGHR is responsible for implementing this manual and providing the resources required for achieving the objectives of the various programmes and initiatives.
The guide emphasises the significance of the commitment of senior management, as well as fostering a supportive culture that enhances trust among employees and offers opportunities for professional development in the effective management of occupational health, safety, and environment.
The manual includes seven main pillars – including legislative and regulatory compliance, the provision of system-related resources, establishment of an occupational and environmental health and safety culture, awareness-raising and training, stakeholder engagement, accountability, and transparency. It also outlines the roles and responsibilities of stakeholders involved, including the Department of Human Resources, the relevant organisational unit, and the employee.
His Excellency Abdullah Ali Bin Zayed Al Falasi, director general of Dubai Government Human Resources Department, said,

A new project is set to look at why 80% of the world’s workforce lacks access to basic occupational safety and health (OSH) services, and how to remedy this
The two-year project has been part funded by the Institution of Occupational Safety and Health (IOSH) and will be conducted by experts from the UK's Lancaster University and the International Commission on Occupational Health (ICOH), led by Professor Stavroula Leka, who specialises in organisations, work and health at Lancaster University.
Among the issues the researchers will explore are:
"Every worker around the world has the right to a safe and healthy workplace, but we know this is far from the case for so many people and that they face risks to their safety and health every day. This is unacceptable, and we hope this research will shine more light on what is preventing good OSH provision in all parts of the world and how any barriers can be overcome," said Nicole Rinaldi, director of Professional Services, IOSH.
Professor Leka said, “High occupational safety and health standards are of paramount importance for the future of work, and for the achievement of the UN Sustainable Development Goals. However, it is estimated that 80% of the global working population still do not have access to basic OSH services and where these services are implemented, they vary in scope, content and quality, with a multi-disciplinary, comprehensive approach addressing both physical and mental health and wellbeing, seldom being undertaken.
“We are excited to be embarking on this research, in collaboration with ICOH, to generate new knowledge on the global state of the art on OSH service delivery and provide consensus on priorities for the future of effective OSH service delivery with a global focus.”
